This week’s article is taken from the pages of the Center Daily News,  Wednesday, August 31, 1938. The newspaper was in the boxes of papers from the  Mattie Dellinger collection.  There will  be an Open House Thursday, July 10th from 1-4 for the new exhibit  “Art” at the Shelby County Museum.   Headlines: New Enrollment for  WPA Work Make Call Necessary
  
  The Shelby County Welfare Board issues a statement calling for a  meeting of delegates from the various communities of the county to choose  officers and members of the committee for another year.  It is explained that since the new ruling  permitting low-income farmers to register for WPA work (note: The Works Progress  Administration (WPA; from 1935 to 1939, then known as the Work Projects  Administration from 1939 to 1943) was an American New Deal agency that employed  millions of jobseekers (mostly men who were not formally educated) to carry out  public works projects including the construction of public buildings and roads.  It was set up on May 6, 1935, by presidential order, as a key part of the  Second New Deal.)
  
  “The organization of the Shelby County Welfare Board in December, 1936,  was made necessary by the county refusing to cooperate with the Texas Relief  commission and WPA on employing a caseworker paying transportation on  commodities (food) for direct relief clients, paying for thread, buttons and  rent on machine. Without a case worker, no boys could have been sent to the CCC  camps, no person could have been certified to the sewing rooms, or any other  project, no food or clothing could have been disbursed to the needy. Remember,  al clothing made in the sewing rooms in this county is disbursed by the case  worker to the needy of Shelby County.
  
  To Lateral Road Jobs Announced
  
  Work on the Third road is now in progress. Included in 66 WPA projects  involving expenditure of $1,907,868 in federal funds and $950,416 supplied  local agencies, announced today by Harold J. Stafford, administrative assistant  of WPA, are two lateral road projects for Shelby County. These projects will  employ 197 men and projects will involve the expenditure of $32,106 by the  government and $11,341 by the sponsors.
  
  One provides for clearing, grubbing, fencing and draining 2.9 miles of  farm-to-market road from the city of Tenaha to the Oliver Crossing on Flatfork.  Included will be the construction of a dump across Flatfork bottom. This  project is located in Commissioner Joe Smotherman’s precinct. Federal funds to  be expended is $17,417; sponsor’s fund, $7,471. Workers to be employed total 93. 
  
  The second project provides for clearing, grubbing, fencing, draining  and draining 10.4 miles of farm-to-market road near Center. This is said to be  several small projects originating near Huana Creek and extending principally  in the direction of Neuville. It is sponsored by Commissioner Bob Irish and  will employ 104 persons at a cost to the government and sponsors of $24,888.
  
  In Precinct No. 2 Coleman Jacobs commissioner, work has already begun  on a project of 20 miles of lateral roads between Shelbyville and Neuville.  $37,700 will be spent and 150 men employed.”
  
  Shelby men Admit Burglary
  
  Sheriff J.B. Sample and Constable Eddie DeFriend of Joaquin, left this  afternoon for Orange to return J.D. Richardson and A.L. Easom to Shelby County  on the charges of burglary in connection with the robbing of the Hokus-Pokus (note:  if any of the readers knows the location of this store in Joaquin and a brief  history, please let us know.) store in Joaquin Monday night.
  
  The two men arrested in the act of robbing a filling station in Orange  Tuesday night. Officers making the arrest found a quantity of tobacco, gum and  cigarettes in the car they were driving. They admitted taking the merchandise  from the Hokus-Pokus store, officers in Orange said. Sheriff Sample was  notified early this morning and left just after noon to return the prisoners to  Center for arraignment.
